During the HR Quality Review, the department's self assessment report identified a number of areas which may be streamlined, the recruitment process being one of these areas. The Equality Review 2005 recommended the implementation of a competency based recruitment and selection process.
In addressing these recommendations, HR conducted a pilot project to identify the appropriate competency framework for two of the administrative grades. The grades concerned were the Secretary Grade III and the Administrative Assistant Grade IV.
HR consulted extensively with relevant staff (including current staff at the above grades), as part of this project.
We have now fully implemented the use of competency frameworks as part of our recruitment & selection processes for these two grades. Building on this success we are extending the competency framework to include all administrative grades.
