In 2006, the Irish Funding Agencies agreed, with the support of Forfás, to a common approach in relation to their requirements and guidelines for managing research-generated intellectual property. The participating agencies were Science Foundation Ireland (SFI), Health Research Board (HRB), Industrial Development Agency (IDA), the Higher Education Authority (HEA), the Irish Council for Science, Engineering and Technology (IRCSET) and Enterprise Ireland (EI).

The National Code of Practice was launched in November 2005 by the Advisory Council for Science, Technology and Innovation.
The Code of Practice outlines the national policy position relating to managing and commercialising intellectual property from collaborative research between enterprise and academic partners. It provides practical guidelines and an overarching framework under which parties to an IP agreement may negotiate.
In 2004 the National Code of Practice for Managing Intellectual Property Arising from Publicly Funded Research was launched by the Irish Council for Science, Technology and Innovation.
The Code addresses each aspect of the management and transfer of research and development results from universities, institutes of technology and public research institutions to the commercial market place. In particular, it stresses the need for a real commitment from public research organisations and funders to the timely exploitation of research and to ensuring that the necessary resources and expertise are provided for commercialisation.
