SALIS hosted a panel discussion on prison reform in India and Ireland on February 16th. The event brought together a renowned Indian scholar, Dr Upnet Lalli, Deputy Director of the Institute of Correctional Administration, Chandigarh, a leading reference in penal reform, having published extensively on the subject but also involved in policy change at a governmental level; a DCU graduate and author of Inside Ireland?s Prisons: Past and Present, Dr Christina Quinlan; and John Lonergan, former Governor of Mountjoy.
The variety of the panellists backgrounds was reflected in the breath of the issues discussed, ranging from insights into legislative changes needed in India to more impassioned views on over-crowding and deteriorating facilities in Ireland. Dr. Lalli visited Mountjoy two days previous to her talk and was subsequently in a position to compare the Irish and Indian penal systems from a personal viewpoint. The event was very opportune as it coincided with the publication of fifth report from the Council of Europe Committee for the Prevention of Torture and Degrading Treatment relating to Irish prisons.
